Very strange die

Cannot figure out if I am supposed to cut and construct the open ring after cutting. Too much trouble to assemble for a small border. I will figure out something to do with it.

This die makes an interesting wide border down the side or top or bottom of a card. I even cut 2 different colors & offset & overlay them for more interest.
